I have followed every step in the various help pages I was directed to when troubleshooting the inability to install Adobe Flash Player on my Mac using either Safari or Chrome. Everything has failed. You should first uninstall any previous version of Flash Player, using the uninstaller from here (make sure you use the correct one!):

and also that you follow the instructions closely, such as closing ALL applications first before installing. You must also carry out a permission repair after installing anything from Adobe.

If you can't install or update Flash, follow these instructions.
If you have installed the latest version of Flash, please take each of the following steps that you haven't already tried. After each step, relaunch Safari and test. For a 'missing plug-in' error, start with Step 8. Back up all data before making any changes.

If you get a 'missing plug-in' error, select
Safari ▹ Preferences... ▹ Security
from the Safari menu bar and check the box marked
Allow (or Enable) plug-ins
Then click the button marked
Manage Website Settings...
if present and make sure that the website is not blocked for Flash.

If the 8.6 system is a typo and you really have OS 10.4 eMac, the older versions of Flash are here:

You want the second from the top, Flash Player 10.1.102.64 and 9.0.289.0
10.1.102.64 is the last version that ran on PowerPC Macs like the eMac.
